Hultman was a Swedish diplomat; in 1911, he became the Swedish envoy in Shanghai. He returned to Asia after a post in Germany and served as the Swedish envoy in Japan from 1928 to 1936 and in China from 1929 to 1936, including Siam from 1931 to 1936.
